I read on the site it is at Rocknor's forge???

where is that? what are some areas it is close too?

Dont know where u get that skill, but do you mean Droknars forge?

Droknar's Forge is at the very southern tip of the Silverpeak Mtns. Because of the distance and the lvl of the mob's, odds are you won't be able to get there until Lvl 20.

You can get it from a quest in Fisherman's Haven.

Or you dont have to wait, there are some boss mobs in the missions around LA to SoC it

I got Earthquake from the boss at the end of the Gates of Kryta mission.
